电子政务环境下我国公务员考核管理优化研究

     

摘要

公务员考核是政府人力资源管理的重要内容,也是公务员管理的基础环节.当前,我国公务员管理面临着诸多挑战,尤其是在电子政务迅猛发展的环境下,公务员考核管理的方式和手段需要不断改进和完善.本文通过对国内外公务员考核管理理论和实践的深入学习,在对我国公务员考核管理发展现状和存在问题进行归纳分析的基础上,对电子政务环境下公务员考核管理的优化路径进行研究,并在完善我国公务员考核管理制度体系方面提出对策建议.%Civil servant assessment is of vital importance for government's human resource management and plays a fundamental role in civil servant management.At present,China's civil servant management is confronted with great challenges.With the dramatic development of e-government,the ways and means of civil servant assessment are in urgent need of improvement.In this paper,by reviewing the civil servant assessment theories and practices at home and abroad and analyzing the status quo and existing problems in China's civil servant assessment management,the author attempts to present her thoughts on how the law rules civil servant assessment management as well the route to realize the rule in e-government age and propose some suggestions on improving legal and institutional system of China's civil servant assessment management.
