我国港口安全管理机制研究探讨

摘要

The major change of port management body caused by the reform of the harbor system has a greater influence on port security management, port security management mechanism faces some outstanding issues: safety management team is not sound, security check is not enough systematic and standardized, safety management emergency plan mechanism is imperfect, etc, these problems directly restrict the effect of the safety management for the port enterprise. This paper proposes a set of measures to perfect port security management mechanism and realize the long-term safety production of port. The measures include the establishment of team education training system for the port enterprise and clear responsibilities of the port security management mechanism, systematized and standardized production safety inspection system according with the actual situation of port, establish port enterprise's safety management qualification access system, and improve the port emergency plan and response mechanism.%我国港口体制改革带来的港口管理主体的重大变化对港口安全管理产生了较大影响,港口安全管理机制面临一些突出的问题,表现在安全管理队伍不健全、安全检查不够系统化和标准化、应急预案机制不完善等方面,这些问题直接制约着港口企业安全管理的效果.本文提出建立港口企业健全的教育培训体系和职责分明的港口安全管理机制,建立符合港口实际的系统化和标准化的安全生产检查制度,以及港口企业安全管理资质准入制度,完善港口应急预案与响应机制等一整套措施,健全完善港口安全管理机制,实现港口的长效安全生产.
