Conducting exploration, development, processing and utilization of overseas oil by deeping into foreign market is the primany mean to solve the imbalance between supping and demand of energy. There are many differences between the domestic environment and that of Middle East. A three-stage model including prevention, control and recovery after the incident was applied in the environmental analysis on the Middle East, from four aspects to control the face of unexpected events, and provide basis for the recovery after the event and reducing the derivation and fluctuation of sudden public incidents.
