The navigation risk factors are found out by using accident tree analysis and the risk indicator will be determined, to the navigation risk of proposed wharf is evaluated by constructing the risk matrix. The corre-sponding physical risk mitigation measures are put forward according to the various indicators, so as to pro-vide more reasonable reference basis for managers, the navigation safety decision-making more scientific.
