政府行政管理与基层群众自治协调的路径选择

摘要

政府行政管理与基层群众自治都是在我国总体政治框架下运行的社会治理机制,两者具有统一的社会目标--社会治理。只是前者对社会的治理是一种有意识的法定行为,而后者是在满足自我需要的基础上,进而推动社会治理目标的实现。如何协调两种治理机制,更好的发挥整体社会治理效果,是建立科学治理结构的必然要求。%As means of social governance mechanism, governmental administration and grassroots self-governance fit into our national general political framework,with the former as a conscious statutory act while the latter on basis of satisfaction of ego needs.How to coordinate the both to bring overall social governance into better effect is the inevitable demand of the establishment of scientific gov- ernance structure.
