新型武器装备作战试验评估体系构建

摘要

从评估目的、评估组织、评估指标、评估方法和评估结果5个方面，分析了新型武器装备作战试验评估体系的评估要素；从形成性评估和总结性评估相结合的角度，提出了一种基于CIPP扩展的新型武器装备作战试验全程评估模型，明确了各个阶段的评估内容；设计了新型武器装备作战试验评估组织体系、能力体系、技术体系、数据体系和规则体系的内容构成。研究结果可为新型武器装备作战试验与评估工作的组织实施提供理论基础和方法支撑。%The paper analyses the evaluation elements of evaluation system for the operational testing of new types of weapons and equipment from five aspects,namely,evaluation purpose, evaluation organization,evaluation index,evaluation method and evaluation results,proposes a CIPP-extension-based whole process evaluation model for the testing and clarifies evaluation content of each stage by combining formative assessment and summative assessment,designs the contents of corresponding organization system, capability system, technical system, data system and rules system.The research results can provide theoretical basis and methodology support for organizing and implementing the operational testing and evaluation of new types of weapons and equipment.
