From the perspective of the development of policy discourse theory ,China＇s participation in the A rctic governance can be seen as part of China＇s foreign policy activities ,and manifested as a process of generating a large number of discourse activities and gradually gaining the pow er of policy discourse .A t present ,the discourse activities of China＇s participation in the A rctic governance are confronted w ith the dual situation of policy practice interpretation and institutional power .In recent years ,China has prudently carried out the A rctic discourse activities and expressed to the w orld China＇s basic ideas and propositions in Arctic participation .A t the same time ,some achievements are made but some challenges exists ,such as the promotion of aw areness of policy discourse ,the generalization of policy discourse ,and the shaping of the policy discourse environment .T herefore ,it is necessary to constantly establish and improve related mechanism in China＇s participation in the A rctic governance ,such as policy discourse interest expression mechanism ,policy content optimization mechanism and the policy response mechanism ,in order to en‐hance the effectiveness of discourse activities ,and safeguard our country＇s A rctic interests .%在政策话语理论拓展分析视角下,中国参与北极治理可以看作我国对外政策活动中的一部分,并表现为产生大量话语活动、逐步获取政策话语权的过程.当前中国参与北极治理的政策话语活动面临着实践诠释与制度权力的双重情境,近年来我国审慎地开展北极政策话语活动,对外表达中国北极参与基本理念和主张,在取得一定成效的同时还存在政策话语意识提升、政策话语内容泛化、政策话语环境塑造等方面的挑战,需要不断建立健全参与北极治理政策话语活动的利益表达机制、内容优化机制、回应机制等,以增强政策话语活动的有效性,更好地维护我国在北极的利益.
