制度互动视角下北极次区域治理机制有效性探析--以北极地区传染病治理为例

摘要

21世纪以来以北极地区区域机制为代表的机制组织在北极治理中发挥了越来越重要的作用。以巴伦支海欧洲—北极地区联合理事会和波罗的海国家理事会为代表的北极次区域治理机制，在非传统安全问题的治理方面发挥了重要作用。北极传染病治理问题的成功，成为印证北极次区域机制有效性的典型案例。%The Arctic region mechanism has been playing an increasingly important role in the Arctic governance since the 21st century .The Arctic sub‐regional governance mechanism such as the Joint Coun‐cil of Barents Euro‐Arctic Region and Council of the Baltic Sea States is playing an irreplaceable part in non‐traditional security issues of the Arctic governance .The success of Arctic infectious disease govern‐ance is a typical case proving effectiveness of sub‐regional governance mechanism .
