中国参与北极事务之海上救助的必要性及路径研究

摘要

With the melting of the Arctic ice ,the huge commercial interests and strategic value of the Arctic gradually emerge .It is imperative for China to participate in the Arctic affairs .Due to various fac‐tors ,the road of China's participation is still struggling .Based on the synthetic analysis of the Arctic mari‐time rescue's status and characteristics ,the authors put forward the viewpoint of participation in the Arctic maritime rescue ,and analyze the necessity and conditions .Besides ,they point out the starting point ,key tasks and breakthrough as well as the guarantee measures ,which provide a feasible and practical path for our country to participate in the Arctic affairs .%北极冰川的消融使北极巨大的商业利益与战略价值逐渐显现。中国参与北极事务势在必行，但因诸多因素影响，其参与之路举步维艰。在综合分析北极海上救助现状与特征的基础上，提出参与北极海上救助的观点，分析中国参与北极海上救助的必要性和已具备的条件，指出参与路径的起点、重点、突破点及保障措施，为中国参与北极事务提供了一条可行且务实的路径。
