日本和智利沿岸渔业共同管理制度研究

摘要

渔业共同管理将利益相关者纳入规则的制订和实施中,以提高渔业管理的合法性和效率.共同管理是日本和智利沿岸渔业开发避免"公地悲剧"、实现渔业资源可持续利用的关键因素之一.日本和智利沿岸渔业共同管理各具典型特点,在深入剖析两国渔业共同管理制度的基础上,总结两国渔业管理之所以能够取得成功的共性因素,以期为我国沿岸渔业管理的制度建设提供有益借鉴.%The co-management of fisheries integrates stakeholders into the formulation and implemen-tation of the rules in order to improve the legality and efficiency of fishery management.T he co-manage-ment is a key factor in the sustainable development of coastal fisheries in Japan and Chile to avoid "tragedy of the commons" and to restore fishery resources.The co-management of coastal fisheries in Japan and Chile has its ow n typical features.Based on a thorough analysis of the common management system of the two countries,the commonalities of the two countries in fisheries management are summarized.In this way,it will provide beneficial reference for the construction of the coastal fisheries management system in China.
