村民自治是我国农民继家庭承包经营和乡镇企业之后的又一伟大创造。它以村民民主选举、民主决策、民主管理、民主监督为主要内容，实现村民的自我管理、自我教育、自我服务。近年来，陕西农村的村民自治工作取得了较大进展，积累了许多宝贵的经验，但也存在着一些不尽人意的地方。要使村民自治和农村基层民主得到健康发展，必须进一步贯彻落实《村民委员会组织法》，正确处理乡镇政府与村委会之间、农村党支部与村委会之间的关系，严防家族组织和家族势力渗透和干扰村民自治。%Recently, much progress has been made in the practice of villager autonomy, and much precious experience has been accumulated. However, problems still exist. The healthy growth of villager autonomy and democracy depends upon the further implemantation of "The Organization Law for Villager Committee", the rationalization of the relationships between the villager committee, the rural government, and the rural branch of party. It is also necessary to prevent clan organizations and forces from interfering with and permeating through villager autonomy.
