After Chinese and foreign scholars investigated hydrological Environment in the Yellow River Basin, they thought water conservancy constructed in Shan County and Mengjin sector could effectively control flood in lower reaches of the Yellow River in the Republican period. In this region, Sanmenxia, Balihutong, Xiaolangdi and so on may construct water conservancy. Besides ecological environment factors, socioeconomic factors also paid attention to sediment deposition. Although the scholars in the Republic of China did a lot of discussions about these problems, foundation data about the Yellow River held by them was very limited and they did not make scientific decision about the location where reservoir was constructed.%民国时期，中外学者通过勘察黄河流域的水文环境，认为在陕县孟津段修建水利工程，能够有效地控制下游的洪水。该地带修建水库的地点有三门峡、八里胡同和小狼地(即小浪底)等。选取最适宜的修建地址，除考虑生态环境因素外，还需关注社会经济因素。虽然民国学者作了许多有益的探讨，但是他们所掌握的资料十分有限，无法对水库的修建地点作出科学的选择。
