主动与被动：政府在区域一体化中的角色冲突

摘要

At every state of regional integration government plays different role,showing the three mode of role conflict such as ＇active model＇,＇passive model＇ and ＇middle model＇ which has its own function for the implementation and advancement of regional integration.We should use regional cooperation to subvert interest basis of government role confliction,to transform from passive power to active one and transform the government role conflict from ＇passive model＇ and ＇middle model＇ to ＇active model＇.%在区域一体化的每个阶段,政府扮演着不同的角色,形成＂主动型＂、＂被动型＂和＂中间型＂三种角色冲突模式。每种冲突模式对区域一体化的实施和推进都起着不同的作用,要通过区域协作来颠覆存在政府角色冲突的利益基础,化消极力量为积极力量,将＂被动型＂和＂中间型＂政府角色冲突模式转化为＂主动型＂冲突模式。
