南通市科技人才队伍建设的结构性矛盾与对策

         

摘要

南通要建设创新型城市,建成长三角北翼经济中心,在苏中率先基本实现现代化,关键要依靠科技人才。而近年来,科技人才结构性矛盾问题日益成为制约南通转型升级和经济发展的瓶颈。解决当前科技人才结构性矛盾问题必须树立"人才循环经济"理念、构建长三角人才、知识共享体系,实施差异化引才政策,创新研发人才激励体制,建立一体化的人才市场体系,建立重点产业、专业人才供需预警制度和建立战略性的人才结构框架等。创新性地提出"人才循环经济"理念,将对南通市科技人才结构的调整,形成长三角区域内科技人才的良性循环,促进南通市长三角北翼经济中心建设起到重要作用。%The construction of innovative city image and the pioneering modernization of the city among cities in Middle Jiangsu depend significantly on scientific and technological talents.However,the structural contradictions confronting such talents have set back the steps of the upgrade and development of economy in Nantong.The solutions lie in the establishment of "recyclable talents concept",the construction of talents and knowledge sharing framework,differentiation of talents attraction,the incentive system for creative talents,the integration of human resource market,the establishment of key industries and specializing talents,and the construction of strategic framework for talents.The "recyclable talents concept" will exert remarkable influence on the structural regulation of scientific and technological talents in Nantong,realize the favorable succession of such talents within the Yangtze River Delta,and contribute to the construction of economic center in the northern part of the Delta.
