环太湖地区绿色低碳发展评价指标体系及实证研究

摘要

绿色发展和低碳发展是生态文明语境下注重无污染和低能耗的一种发展理念和发展模式。文章基于太湖遭遇水质危机的缘由，针对环太湖地区的实际，从经济、社会、技术和生态环境四个层面构建了一套评价指标体系。综合分析评价结果表明，近年来这一地区绿色低碳发展的综合水平在逐步上升，但离绿色低碳发展及建成美丽太湖的目标还有很长的一段路要走。为此，文章提出了加快环太湖地区绿色低碳发展的主要路径，即共建环太湖国家级绿色低碳实验区，构建政府合作、企业运作、保障农民利益和注重社会建设的区域发展共同体。%Green growth and low-carbon development is a kind of development theory and model that emphasizes no pollution and low energy consumption under the context of ecological civilization. Based on causes of the severe water quality crisis of Taihu Lake and in light of reality of the area, this paper constructs a set of evaluation index system in-cluding economical, social, technological and ecological environment. Then it evaluates 40 administrative units (including the towns and streets) within five kilometers radius around Taihu Lake. It finally figures out that the region's green and low-carbon development only achieved the completeness level of 57.84% in 2012. Therefore, there is still a long way to go to accomplish Green growth and low-carbon development.
