困境儿童是社会上最为弱势、最容易受到伤害的群体.研究发现,项目制的困境儿童保护实践能够整合儿童保护相关部门的资源共同为困境儿童提供服务,但会受到项目制服务的成效风险以及项目周期性的影响.嵌入式的困境儿童保护能够充分利用已有的行政服务组织体系来为困境儿童提供服务,但会受到行政体制缺点的影响,难以达到预期的服务效果.因此,完善儿童福利制度体系,建立独立的儿童保护工作部门,明确未成年人保护中心的地位,加强儿童保护专业人才培养,提升公众儿童保护意识,才能更好地促进困境儿童的成长和发展.%Children in difficulty are the most weak and vulnerable group in the world. This article states that the practice for the protection of children in difficulty by projects can integrate resources of relevant authorities to serve the children involved, but is subject to the risk of effects and periodicity. The built-in system can utilize the existing admin-istrative and servicing system to provide services for children in difficulty, but is vulnerable to the drawbacks of adminis-trative systems and thus is far from expectations. Therefore, we should perfect welfare system for children, establish inde-pendent departments for children protection, stress the leading position of juvenile protection, strengthen the cultivation of professionals for children protection, and arouse the awareness of the public to children protection.
