根据资源诅咒破解理论,判断一个国家或地区破解资源诅咒的核心依据是能否实现可持续发展。文章运用层次分析法和模糊综合评价法并通过构建资源型区域可持续发展评价指标体系,对内蒙古、山西和黑龙江三个典型资源型区域可持续发展水平进行评价,以期得出这些省区是否陷入资源诅咒的判断。认为可持续发展水平达到0.5以上即可被认为实现了资源诅咒破解,内蒙古在2005年成功破解资源诅咒,探索成功破解资源诅咒的内蒙古模式,对其他资源丰裕省区和资源型城市破解或规避资源诅咒,具有重大的现实意义。%According to resource curse crack theory,the core basis for judging a country or a region＇s crack of the resource curse is whether it could realize sustainable development.The article evaluates the sustainable development level in typical resource regions of Inner Mongolia,Shanxi and Heilongjiang by using Analytic hierarchy process（AHP） and fuzzy comprehensive evaluation method and via constructing sustainable development key performance indicators system so as to get the judgment of whether these provinces fall into the resource curse.It argues that when sustainable development level reaches 0.5,it could be regarded as realizing resource curse crack.In 2005,Inner Mongolia successfully crack the resource curse.Exploring the Inner Mongolian model is of significant importance for other provinces or cities with rich resources to avoid resource curse.
