The three spiral theory emphasizes the diversifying mode of development driven by city innovation, stressing the interaction of government, enterprise and university, among which government is the main body of institutional innovation, university is the main body of knowledge innovation, and enterprise is the main body of technological innovation. The construction of innovative city should integrate various resources, optimize the allocation of resources, construct the entrepreneurial university, improve the efficiency, establish platform for exchanges and cooperation and innovate the mechanism, and create the innovation network based on government-industry-university-research cooperation, etc.%三螺旋理论强调城市创新驱动发展模式的多元化，强调政府、企业、大学之间的关联互动。政府是制度创新主体，大学是知识创新主体，企业是技术创新主体。建设创新型城市，要整合多种创新资源，优化资源配置，建设创业型大学，提高创新螺旋体的效益，建立交流合作的平台与创新组织机制，完善三螺旋空间，发挥智力优势，形成政产学研结合的创新网络。
