科技保险发展中的地方政府行为分析

摘要

The development of Science and technology insurance has a far-reaching significance in promoting the growth of China ’ s science and technique enterprises and in constructing an independently innovation -oriented country, in the course of which the local governments can play an important role .This paper, while analyzing the impact that hinders the positive factors of the local governments , researched into and clarified the behaviors of the local governments of the pilot cities and districts chosen for science and technique insurance and pointed out the flaws and shortcomings of their behavior and further put forward suggestions and countermeasures for the in -depth development.%　　科技保险的发展对促进我国科技企业的成长、建设自主创新型国家有着深远的意义，而地方政府对科技保险发展有着重要的推动作用。在分析影响地方政府积极作为因素的基础上，对我国科技保险试点城市（区）地方政府行为进行研究分析，指出我国科技保险试点城市（区）地方政府行为的缺陷与不足，进一步提出深入发展的对策建议。
