研究生教育全面收费制度探析

The system of charging for the graduate education is verifying with the social development. The “dual system” of charging for the graduate education will come to an end at the beginning of the fall semester in 2014 and is entering a new period of charging for graduate education and so all the new graduates that included in the national enrollment will be charged fees. The new system, on one hand, is in the light of the human capital theory, the fair education and cost-sharing theory to demonstrate the fairness of charging for graduate education, and, on the other hand, while stressing the overall charging for the graduate education, a comprehensive graduate funding system needs to be established to guarantee the charging policy.%我国研究生教育收费制度随着社会发展也在不断变化，从2014年秋季学期开始，我国研究生教育收费将结束“双轨制”，进入全面收费的新时期。一方面，根据人力资本理论、教育公平和成本分担理论论证研究生全面收费政策的合理性，分析全面收费政策的意义和可能产生的影响；另一方面，强调在全面推行研究生收费政策的同时，还要建立一套完备的研究生资助体系来保障全面收费政策的贯彻落实。
