Current weak rights remedy system leads to the farmers’ letters and visits disorder .The farm-ers’ letters and visits agencies’rights and responsibilities dislocation phenomenon is serious with farmers ’ letters and visits’ high cost and low efficiency .T he existence of these problems make farmers’ difficult to get the rights .This article expounds the cause of the problems ,including the deeply rooted traditional rights thought of farmers ,the defects of farmers’ letters and visits system ,and the heavy cost pressure of farmers’ seeking the judicial relief .To solve the problem of the farmers’ letters and visits ,we shall build a scientific and standardized farmers’ letters and visits system as the system guarantee ,establish unified let-ters and visits management agencies to improve the efficiency of problem solving ,develop and improve the system of letters and visits agent to effectively protect the rights of farmers’ letters and visits ,promote ed-ucation for farmers to do letters and visits rationaly and so on ,and take these various measures to solve problems of farmers’ letters and visits .The farmers’ letters and visits system will be improved .%我国现存权利救济体系薄弱导致农民上访无序，信访机构权责错位现象严重，农民信访消耗成本高且效率低等种种问题的存在使得农民在维权的道路上步履维艰。本文阐述了农民信讨中存在问题的原因，即农民传统维权思想根深蒂固、农民信访制度体系存在缺陷、农民寻求司法救济成本压力重。为解决农民信访问题应当构建科学且规范的农民信访体系作为制度保障，建立统一的信访管理机构来提高解决问题的效率，发展与完善信访代理制度来有效保障农民的信访权利，同时对农民进行理性信访的宣传教育等多种措施来解决农民信访存在的问题，使得农民信访制度体系更加完善。
