PROBLEM TO BE SOLVED: To provide a least-cost communication access system, by which a user can access a provider or the like at the least-cost routing by having only to recognize a national unified number only of the provider or the like, even when the user located at a place which he normally does not use, such as a moving destination.;SOLUTION: The least-cost communication access system prepares national unified number, a caller exchange 1 and a database 3 identify a charging area of a caller when the caller makes a call to the number, autonomously decide a nearby destination telephone number, based on the charging area and a destination telephone number group and reach the call to the destination telephone number, so as to realize an access which is of the least in cost routing.;COPYRIGHT: (C)2002,JPO
