随着北极冰层因地球变暖快速融化，冰雪消融使得新的航道出现，这正在从根本上改变该地区的地缘态势。北极航道一旦开通，将对我国产生重大而深远的战略影响。为此，必须对我国北极安全法律保障问题进行研究，构建和不断完善中国北极安全法规体系。在中国北极安全法律保障问题上，要尽快出台《中国北极科考管理条例》，加强对《联合国海洋法公约》和《斯匹次卑尔根群岛条约》的研究，明晰中国在北极科考优先发展的领域。%With the Arctic ice melting quickly due to the global warming ,new channel appears ,which will change the geopolitical situation fundamentally .Once the Arctic channel is put into operation ,it will have a significant and far-reaching strategic impact on China .So ,we must evaluate the problems of legal securi-ty of Chinese arctic safety and build the Arctic safety laws and regulations system of China .This paper is to conclude that on the Legal security of China’s arctic safety we should strengthen the research of United Nations Convention on the law of the Sea and the Law about the Svalbard Archipelago .We should put for-ward China Arctic Scientific Research Management Regulations .Screening and clearing the development research of China in the Arctic areas needs to formulate the corresponding security laws and regulations of these areas .
