This article from the concept of the police executive power, and a review of the nature and characteristics of the police executive power, to put forward the nine principles for the police to exercise the executive power. And analyzed in depth the principles of due process to further grasp the value of due process, at the same time conducted to guide the design of the system.%本文从警察行政权的概念出发,进而对警察行政权的性质、特点进行检讨,在此基础上,提出了警察行政权行使的九个原则,并对其中正当程序原则深入进行了分析,进一步把握住正当程序的价值,同时统领性的进行了制度设计.
