拒不支付劳动报酬罪实施以来,入罪案件屈指可数,论文从阐述构成要件入手,分析本罪入罪难的原因并提出完善建议。%Since the implementation of crimes of refusing to pay labor remuneration, the number of this type of crimes is can be counted on one＇s fingers. Concerning the elements of crime, this paper analyses the causes of the difficulty for this act constituting a crime and gives some constructive suggestion.
