实施间谍战略、及时了解敌方信息，做到知彼知己，是北宋对辽边防建设的重要组成部分。北宋从宋太宗时就设置了机宜司、缘边安抚使司等专、兼职间谍管理机构，负责间谍的日常管理工作。北宋在以重金招募和赏赐间谍的同时，在法律层面采取了防范辽方间谍的严密措施，在对辽边防建设上发挥了较为积极的作用。从总体来看，北宋在用谍方面并不十分理想，而且这一策略在宋辽订立澶渊之盟后，随着两国关系的缓和也发生了一系列的变化。%Actualizing spy stratagem and knowing the information of enemy in time play an important role in Northern Song frontier defense construction. Northern Song had set spy manage organizations such as Policy Division and Appease Division which was in charge of the routine management of spies. The spy stratagem brought into play through the use of much money to conscribe and oblige spy and take measures to keep away Liao’s spies. As a whole, Northern Song’s spy stratagem was not so good as it had expected. The stratagem changed with the alleviation of relationship of the two countries after Shanyuan Treaty.
