Parking space is a bidding space-exclusive, competitive, hierarchical and characteristic of negative externality;it results from the collusion of power and capital. Parking space is not public. For a long time, we have seen parking space as public. Private cars can almost enter anywhere without any restric-tions or they are only given weak restrictions. This leads to the serious negative externalities of urban traffic congestion. A"Push-pull"policy should be introduced to solve the problem of urban traffic congestion.
