汽车空间与城市交通拥堵

     

摘要

公共空间具有公共性、开放性、可及性、公平性、非竞争性和非排他性.汽车空间是一个竞价空间、VIP空间,具有排他性、竞争性、等级性和严重的负外部性,是权力与资本合谋的结果.汽车空间并非一个公共空间.长期以来,我们视汽车空间为公共空间,对私家汽车的进入不加任何限制或者只给予弱限制,这是导致城市交通拥堵和其他严重负外部性的重要原因.应该通过"推-拉"政策化解城市交通拥堵问题.%Public space is defined with respect to openness, accessibility, fairness, non-competitiveness and non-exclusiveness. Parking space is a bidding space-exclusive, competitive, hierarchical and characteristic of negative externality;it results from the collusion of power and capital. Parking space is not public. For a long time, we have seen parking space as public. Private cars can almost enter anywhere without any restric-tions or they are only given weak restrictions. This leads to the serious negative externalities of urban traffic congestion. A"Push-pull"policy should be introduced to solve the problem of urban traffic congestion.
