新时期增进农业劳动者利益的政府有效作为

摘要

在通货膨胀、经济紧缩、发展转型、统筹城乡的新形势下,农业劳动者面临多重挑战,利益维护和增进颇为艰难。为有效克服农业的弱质性和农业劳动者历史和先天的劣势,需要各级政府担当起＂为农服务＂的公共责任,在政策、制度、资金、产业等方面给予引导和扶持,吸纳社会各界力量和要素资源向＂三农＂领域集聚,激活农村内生力量和优势要素资源,以加快农村经济社会发展转型,实现＂一乡一业＂、＂一村一品＂,最终实现农业劳动者利益的持续和快速增进。%Due to new situations such as inflation,economic tightening,development transformation,and overall urban and rural consideration,agricultural workers are faced with multiple challenges and difficulties in maintaining and increasing their interests.To effectively overcome the weakness of agriculture and agricultural workers＇ historical and inborn disadvantages,the government of all levels should shoulder public responsibility of ＂serving the agriculture＂,to guide and support agriculture from policies,regulations,capital,production,etc.Social forces from all walks of life and factor resources should be centralized to ＂Three Agriculture＂fields.Internal rural productivity and positive factor resources should be activated.Transformation of the rural economic society should be accelerated for ＂one town one industry＂,and ＂one town one brand＂.The final goal is to realize the sustainable and rapid development of agricultural workers＇ interests.
