20世纪40年代中外合作下的昆明麻风病防治

摘要

In the late 1940s,the local government,cooperating with the organizations such as the American Association of Leprosy,en-larged the scales of leprosy hospitals and the treatment,and even improved the relative medical standards.The local government accept-ed the foreign requirement for doing missionary work and tried their best to support the cooperation.A series of control plan was created with the foreign push or help in the impact-response pattern,instead of the domestic historical accumulation and the developed social en-vironment.%云南地方政府在20世纪40年代末与美国麻风协会等组织进行合作，扩大了麻风院和收容治疗的规模以及相关医疗水平。在这种国家外交色彩浓厚的合作中，为应付国外的“冲击”，云南地方政府接受了外方传教要求，做出了许多勉为其难的迎合举动。一系列麻风病防治方案的创建主要不是依靠社会自身力量的历史积累，也不是由于社会内部条件成熟的自然催生，而是在外力促动或借助外力下人为创建起来的，充斥着“冲击—反应”模式的成分。
