基于规划环境影响评价的可持续发展指标体系研究

摘要

This paper describes the regional sustainable development assessment into the content of planning environmental impact assess- ment and illustrates the evaluation index system of sustainable develop- ment in the PEIA , meanwhile, building the processes and evaluation methods of index system. Taking Tianjiu Binhai New Area and Tianjin Huayuan？Eco-Industrial？Park as an example, getting the comprehensive evaluation index of Tianjin Binhai New Area is 0.833 in 2015, it＇s the in the middle of the sustainable development stage; the comprehensive evaluation index of Tianjin Huayuan Eco-Industrial Park is 0.854, and it is at a higher level of sustainable development.%本文从规划环境影响评价的内容出发，提出了将区域可持续发展评价纳入到规划环境影响评价的思想，指出了规划环境评价中可持续发展评价指标体系的构建方法、建立流程和评价方法。以天津滨海高新区和天津华苑生态工业园为例进行实证研究，得出2015年天津滨海高新区和天津华苑生态工业园区的综合评价指数及所处的可持续发展水平。
