澳大利亚促进体育参与政策的历程、特征与启示

摘要

The policy of promoting sports participation in Australia has gone through a long term developing process. Australia's sports participation is affected equally by competitive and mass sports. This policy has developed into three phrases:sports facility-oriented, sports activity-oriented, and health-oriented. Under this policy, the integrity and collaboration is ensured. with the cooperation between governmental and non-governmental organizations,by the ways of changing sports participation continui-ty, a multi-ethnic participation mechanism of sports is formed on the basis of fairness. For our country, Their experiences should be studied, such as the shift of priorities of sports management, annual sports research, the priorities on building implementation mechanism of sports, etc.%澳大利亚促进体育参与的政策历经了长期的发展进程。澳大利亚体育参与受到该国竞技体育与大众体育参与博弈的影响，体育参与政策经历了体育设施导向、体育活动导向和走向卫生议程的三个阶段；注重从政策的整体性和组织的协同性，通过政府组织与非政府组织的合作，改变体育参与政策的延续性，并且基于公平而构建多种族的体育参与公平机制。我国有必要借鉴体育管理重心转移、进行年度体育参与调研和重视体育参与政策执行机制建设等方面成果。
