欠发达县域土地出让收支管理中存在的问题研究——基于对吉林省榆树市土地出让收支管理情况的调查

The land premium is the pillar of national treasury income in underdeveloped areas, is of great signiifcance to maintain social harmony and stability, to ensure the development of local economy, but for their own short-term interests, local government transfer payments for land management has many problems. In this paper, at the same time in the analysis of the characteristics of the land transfer payments, the problems existing in the management, gives the related countermeasures and suggestions.%土地出让金是欠发达地区财政国库收入的支柱性来源,对保证地方经济发展、维持社会和谐稳定具有重要意义,但出于自身短期利益,地方政府对土地出让收支管理尚存诸多问题.本文在分析县域土地出让收支特点、管理中存在的问题的同时,有针对性地给出了相关对策建议.
