以青岛市为例，青岛市农村文化建设存在如下问题：区域文化发展不平衡、农村文化设施供给不足、农民主体地位缺失等问题。针对这些问题，应建立农村城乡一体化的公共文化供给体系、建立和完善自下而上的文化需求表达机制、建立多元化投入模式、培育农村文化的内生机制。%The problems in the process of cultural construction in rural areas are studied based on the example of Qingdao City. Some problems in culture construction are identified as follows： the imbalance development of different regional cultures, the provision lack of the rural culture facilities, and the imperfections of peasants＇ principle position. Corresponding advices are given： Establish urban and rural integrated public cultural supply system, improve the bottomup cultural needs expression mechanism, establish a diversified financing model, as well as nurture the endogenous mechanisms of rural culture.
