儿童福利制度是确保儿童福利落到实处的有力保障。随着现代化进程的推进和社会经济的转型发展，中国农村“留守幼儿”这一群体的数量与日俱增。留守幼儿面临着家庭教育缺位、幼儿园教育缺乏、社会教育缺失的重重教育困境。作为留守儿童中更为弱势的群体，留守幼儿需要更多的保护，建立以留守幼儿为主体的专项儿童福利制度迫在眉睫。本研究依据国家儿童福利制度与留守幼儿面临教育困境的现状，从健全法制、津贴配套、完善服务等方面对解决留守幼儿教育困境的相关策略进行探析。%The child welfare system is to ensure that the child welfare be practicable. With the development of moderniza-tion and the transformation of social and economic development,the number of〞Left-behind early children”in rural Chi-na is growing. Left- behind early children facing the education plight such as the absence of family education,the lack of kindergarten education and the lack of social education. As the more vulnerable group of the left-behind children,the left-behind early children need more protection,and establishing a special childrenˊs welfare system for the left-behind ear-ly children is imminent. According to the present conditions of the national child welfare system and the left-behind early children’s education plight,this study analyzes the solving strategy of the left-behind early children’s education plight from the aspects of the legal,allowance and service.
