By defining the scope and boundary of agricultural producer services,three supply models were presented.First,a variety of productive services produced by farmers which derive from the agricultural division of labor can be referred to as the endogenous-demand-induced model Second,agriculture-relevant enterprises and other business-oriented service providers have integrated modern factors of production into agriculture through providing productive services for agriculture,which can be called the model led by external implanting.Third,promoting the development of agricultural producer services by strengthening the supply of public and merit services,which is achieved mainly by the introduction of more effective financial support and preferential policies,can be called the model pushed by government support.Modern agriculture productive services have played a key role in accelerating transformation of agricultural development model by resolving problems in agricultural production and operation,promoting integration and infiltration between innovation elements and agriculture,building an industrial path of "industry promotes agriculture,urban area elevates rural area",putting forward agricultural supply-side structural reforms,etc.Therefore,it is necessary to give vigorous support to the development of agricultural producer services by clarifying industrial prospect,improving development environment,nurturing new types of agricultural production-oriented service providers,improving the efficiency of collaborative supply,and establishing the industrial system of agricultural producer services for putting forward agricultural supply-side structural reforms.%在界定农业生产性服务业业务范围的基础上,提出三类供给模式,即内生需求诱致模式——农业内部的分业分工衍生出的各种农业生产性服务供给形式;外部植入引领模式——涉农经济组织或平台以农业生产性服务业为抓手将现代要素引入农业,提高农业产业化经营水平;政府保障扶持模式:以政策、经费保障或特惠支持方式强化公益性农业生产性服务供给,带动经营性生产性服务业务发展.发展农业生产性服务业,有助于破解农业生产经营难题,加速创新要素向农业融合渗透,构建以工促农、以城带乡的产业通道,配合推动农业供给侧结构性改革,将成为加快农业发展方式转变的引领支撑.未来要廓清产业前景认识、完善产业发展环境,优化服务主体结构、提高协同供给效率,服务农业发展大局、健全服务产业体系,大力支持加快发展农业生产性服务业.
