Quality culture is an internal drive for promoting higher education quality construction. During the process of transfor-mation and development,Open University focuses on quality culture construction,which is in favor of its connotation construction and autonomous development,and updating its core competence,of shaping its social image and creating brand in order to improve its social recognition,of constructing Open University culture with its own characteristics and perfecting the culture construction of open distance education. It is necessary to enhance the cultivation of spiritual,institutional and material culture of Open Universi-ty,to create the atmosphere of quality culture construction,and to make the pursuit of quality,the commitment and persistence to quality become the common self-consciousness and the life style of members of faculty and staff in Open University.%质量文化是推进高校质量建设的内生原动力。转型发展中的开放大学注重质量文化建设，有利于促进内涵建设和自主发展，提升核心竞争力；有利于社会形象塑造和品牌创造，提高社会认同度；有利于构建具有特色的开放大学文化，完善开放远程教育文化建设。要着力培育开放大学质量精神文化、制度文化和物质文化，营造质量文化建设氛围，使对质量的追求、对质量的承诺和信守成为开放大学人共同的自觉行为和生活方式。
