In 2009, Belem Action Framework put forward various financing goals of Adult Learning and Education (ALE).The three reports of Global Adult Learning and Education Report (2009, 2013, 2016), issued by the UNESCO Institute of Lifelong Learning, revealed the global development trend of ALE investment.Firstly, the overall ALE investment is moving towards the desired target.Secondly, the regions where ALE investment is improving have been expanded.Thirdly, the ALE financing contribution mechanism has taken initial shape.Fourthly, a consensus has being gradually reached on ALE investment willingness.At the same time, the analysis of the reports shows a series of problems: the hobbling ALE investment, the low transparency of ALE data, the unequal distribution of the educational fund resources, and the ambiguous role definition of ALE cost.Therefore, some issues in ALE investment need to be discussed: how to transform the political willingness into credible commitment, how to get ALE financial support, how to effectively share ALE cost;and how to achieve the transparency of ALE financial information.%2009年,《贝伦行动框架》提出了成人学习与教育(Adult Learning and Education,简称 ALE)经费投入的各项目标.由联合国教科文组织终身学习研究所发布的3份《全球成人学习与教育报告》(2009、2013、2016),揭示了全球各国ALE经费投入的发展趋势:一是总体教育经费投入向预期目标前进;二是ALE经费投入的区域提升范围拓展;三是ALE出资主体分担机制初步形成;四是ALE投资意愿逐渐达成共识.同时,通过对该报告的梳理,也暴露出各国ALE经费投入步履蹒跚、ALE数据呈现透明度低、教育经费资源分配不均、ALE成本分担的角色定位模糊等问题.为此,全球各国ALE经费投入应该着力解决:政治意愿如何转化为可信承诺;ALE经费如何获得支持;ALE成本如何有效分担;ALE财务信息如何实现透明.
