基层政府治理能力建设：要素、困境、契机与思路

摘要

The governance capability includes these abilities:to build a modern governance system,to optimize the limited resources,to adjust the relationship between itself and the environment,to provide the efficient,high quality public goods and services,and to execute the higher-level public policy flexibly. There are several dilemmas for improving governance ability,such as system,finance and democracy.At the same time,the construction of governance capability will meet some opportunities,such as the initiation of law era,the exploration of administrative system,and the execution of "new polices" in the countryside.With opportunities and challenges,there are measurements for basic-level government,such as building the new governance system,performing the government's leading and guiding functions correctly,accelerating the countryside informatization and creating a positive environment.%基层政府治理能力包含基层政府现代治理体系的构建力，内外有限资源的优化力，与治理环境关系间的调适力，高效优质公共产品与服务的供给力以及灵活贯彻实施上级政策的执行力等基本要素；在提升治理能力的建设过程中面临着体制、财政、民主等方面的困境；治理和法治新时代的开创，基层政府行政管理体制改革的新探索以及系列“新政”在乡村的推行为基层政府治理能力的提升提供了新的契机；面对机遇和挑战，基层政府治理能力提升的思路包括构建基层政府现代的内部治理体系、合理发挥政府的“主导”和“引导”功能、加快基层信息化建设步伐以及营造积极健康的治理环境。
