回顾与思考：90年来中国共产党的制度建设

摘要

党的制度建设是党自身建设中带有根本性、全局性、稳定性和长期性的重大问题。从建党之初到十一届三中全会前,中国共产党制度建设经历了从初步创设、有益探索到制度危机的曲折轨迹;十一届三中全会后,中国共产党走出制度危机,走上了依靠制度创新、加强党的建设的新路,初步形成了一个较为完整的党内制度体系。总结90年来党的制度建设的经验教训,继续推进党的制度创新必须注重制度的系统性、配套性,注意制度之间的有机衔接;必须注重制度的针对性和可操作性;必须警惕党内潜规则的滋生和蔓延。%The Party＇s system construction is a fundamental issue in the Party＇s self-improvement and it is worthy of constant attention and research.From the founding of the CPC through the 3rd Plenary Session of the 11th Central Committee,the system construction of the CPC experienced three stages,namely,establishment,exploration and frustration.Since then,the CPC came out of the crisis and has been moving forward in the direction of strengthening Party construction through constant innovation.We should draw upon this experience for the improvement of the party system,including improving its systematicness and compatibility,maneuverability,and the promulgation of ill trends and practices.
