浅析外空安全面临的挑战———兼论中国参与外空安全机制构建的战略选择

摘要

进入21世纪以来，世界主要国家都把利用和控制太空作为本国政治和军事战略利益的重要组成部分，加大对外层空间(以下简称外空)技术的投入，积极参与外空竞争，使得外空安全变得日趋复杂。当前，外空安全主要面临有限的轨道资源、外空环境污染和武器化三方面的挑战。鉴于当前外空安全机制面临机制不健全、强制力不足、不能适应外空活动新发展等，中国应从积极推动建设“和谐外空”、推动进一步完善外空国际法的国际进程、坚决反对外空武器化、以合作推动外空安全机制的构建着手，与国际社会一道努力建设一个和平、发展、合作与法制的外空%　　Inthe21stcentury,majorpowersoftheworldregardtheexploitationandcontroloftheouterspaceas animportantpartoftheirpoliticalandmilitarystrategicinterests.Thesituationoftheouterspaceiscomplicated withincreasinginvestmentinouterspacetechnologyandspacecompetition.Thechallengestotheouterspace securityincludethelimitedorbits,outerspacepollutionandweaponization.Consideringimperfectionoftheouter spacesecuritymechanism,poorenforcementandmaladjustmenttotherecentadvancesinouterspaceactivities, Chinashouldpromotetheconstructionof“AHarmoniousOuterSpace”,improvingonInternationallawregarding theOuterSpaceandstronglyopposetheweaponizationofspace.
