湄公河次区域的地缘政治与公共产品供给

     

摘要

Located in China’s strategic surrounding,Mekong sub-region witnesses expanding strategic investment from the US,Japan,India and other outside powers,resulting in an increasingly complicated geopolitical and economic competition.The core issue is the supply of regional public goods:on one side,participation of outside powers is objectively conducive to the development of small and medium-sized cities in this region.on the other, outside dominance on regional governance becomes a major concern.Taking development aid as a major lever, the outside powers actively participate in interconnection in economy and trade,infrastructure and other related areas,obtain significant advantages in environment,health,culture,education etc and even seek to raise their voices in high-level political issues such as diplomacy and defense so as to play a certain part in building the higher-level regional order.Given this,China should give full play to its comparative advantages target at increasing its capacity to provide regional public goods, thus laying a solid foundation for constructing a community where the interest,destiny and responsibility are shared between China and sub-region countries.%湄公河次区域处在中国战略周边范围内,美、日、印等域外力量目前正在加大对该区域的战略投入,地缘政治经济竞争趋于复杂。区域公共产品供给是其中的核心问题,域外力量的参与客观上有利于促进次区域中小国家的开发,但也造成了区域治理的“外部主导”问题比较突出。域外力量以发展援助为主要杠杆,除了积极介入经贸、基础设施等相关的互联互通外,还在环境、卫生、文教等领域占有较明显的优势,并谋求扩大外交、防务等高级政治领域的话语权,影响更高层面的地区秩序构建。鉴于此,中国应进一步发挥自身的比较优势,有针对性地提高区域公共产品供给能力,为中国与次区域国家构建利益共同体、命运共同体和责任共同体打下坚实基础。
