论俾斯麦时代德国社会保险制度的创建

摘要

Bismarck was the first in establishing social insurance system in Germany,which surpassed effect of dealing with time changing by not only adapting to the contemporary need of German industrialization and playing a role of social stabilizer,but also providing the first example of establishing social insurance system and experiences for the other countries.It was more important in objectively inserting socialist factors into the capitalist historical progress and starting the conversion of new social relationship from class antagonisms to cooperation and inclusiveness in the capitalist countries.Its influence is far and wide.The developing mode of German social guarantee has provided reference for researching into practice of social policy and constructing social guarantee system by considering Chinese characteristics.%俾斯麦率先在德国建立社会保险制度,它超越了应付时变的功效,不仅适应了德国工业化的现实需要,发挥了社会稳定器的作用,也为世界各国建立社会保险制度创造了先例,提供了经验。更为重要的是,客观上它为资本主义历史进程注入了社会主义因素,开启了资本主义国家由阶级对立向合作包容的新社会关系的转变,影响广泛而深远。德国的社会保障发展模式,为中国结合国情研究社会政策的实践以及构建社会保障体系提供了参考。
