基于Wilks判别式分析的集群创新科技政策分类测度研究*--以中关村为例

         

摘要

产业集群作为多主体相互学习和联系的空间资源禀赋载体,提供了创新的基础环境。以中关村为例,采用Wilks判别式分析方法对集群创新科技政策的分类测度体系应用进行了实证研究。研究结果表明,集群创新科技政策分类测度体系中的7个关键测度与判别式函数存在显著的相关性,通过实证分析证明了Wilks判别式模型能够有效地进行分类统计。理性认知各类集群创新科技政策的特点,能够为政策制定和实施提供参考和评价依据,灵活采取相应的政策措施,有助于政策效率的提升。%Industrial cluster as the space vector of multi-agent learning and collaborating with resource cohesion plays an important role in promoting innovation. This paper, by applying the method of Wilks' discriminant analysis, has empirically studied the application of clas-sification measure system of cluster innovation and technology policy. It finds out that seven key classification measure of the system have remarkable relevance with classification functions. And empirical analysis shows that Wilks' discriminant analysis we used could effectively classify and statistically analyze the cluster innovation and technology policy. Rational understanding of various policies could be able to provide a reference for policy formulation and implementation evaluation. Moreover, it is flexible to take appropriate policy measures so as to improve the efficiency.
