城乡统一建设用地市场下土地规划编制的思路与方法研究

摘要

笔者以《中共中央关于全面深化改革若干重大问题的决定》为指导，在总结归纳和精深分析现行经济社会和土地管理制度下土地规划编制与实施特点的基础上，探讨并构建了新时期创新改革建立城乡统一建设用地市场下土地利用总体规划编制的思路与方法；提出了新形势下土地规划实施并严格用途管制的措施建议。通过研究发现：现行经济社会制度下的土地规划具有“自上而下”、“重城忽乡”、“用途管制”的特征；在新规划的编制中需融合相关规划，并注重规划编制的过程与协商，合理编制土地利用规划。%Guided by the“Decision of Chinese CPC Central Committee on Deepening Reform of Some Major Issues” ,this paper first summarizes and analyzes the features of land use planning and implementa‐tion under the current economic society and land management system .It also explores and establishes the mentality and method in reforming the overall planning of land use under the unified construction land use market between urban and rural areas .Some suggestions are being proposed in land use planning and con‐trolling the using purposes of land in the new situation .Through our research ,it is discovered that the current land use planning has three features .One is the from‐top‐to‐bottom system .The second is the em‐phasis on urban areas compared with the neglect of rural area .The third is the control of the purposes of land use .In the new design of the plan ,we should combine the related plans ,put stress on process and consultation of planning ,and make land use planning reasonably .
