政策工具视角：中国汽车产业政策的主要问题与对策研究

摘要

产业政策对一个产业发展具有重要作用，然而汽车产业政策实施的这些年，我国汽车产业的发展状况并没有明显的改善。文章以《汽车产业发展政策（2009年修订）》为例，采用定量的政策工具分析框架研究方法，结合产业政策强制性和产业活动类型两个维度进行了文本分析。研究结论发现汽车产业政策中存在的诸多问题，如信息传播和规劝政策工具过多、政府管制过度、私人市场方面的政策工具相对较少以及研发重视不足。最后文章据此提出增强汽车产业政策的导向性和操作性、充分发挥市场机制作用、加大研发投入力度等政策启示。%Industry policy plays a significant role in the industry development , however Chinese automobile industry development situation has not improved significantly after many years of implementation of automobile policy . This paper selects “Automobile Industry Development Policy (revised 2009 )” as a sample , studying it with policy instruments . The results show that Chinese auto industry policies have many problems such as maneuverability and insufficient attention to the market and R&D . Then this paper proposes some relevant pol-icy proposals .
