基本医疗卫生服务的均等化与政策建议——基于珠三角地区的思考

摘要

An empirical study is carried out to measure the difference level and the variation tendency among the different regions in the Pearl River Delta by Gini coefficient and Synthetic Evaluation in respect with input, output, effectiveness and payment. The result re- veals that there is great difference in respect with input and output in the basic medical health service. The equalization of the basic medical health service in the Pearl River Delta needs to be improved. Some policy suggestions are put forward： structuring the inter - governmental mechanism of financial equilibrium, exploring the super - ministry system, establishing the multi - cooperation supplying%从投入水平、产出水平、效果水平和支出水平的角度,利用基尼系数和综合评价方法对珠三角地区各地基本医疗卫生服务差异水平和变化趋势进行定量实证研究,结果显示：珠三角地区各地基本医疗卫生服务的产出水平差异和投入水平差异都很大,基本医疗卫生服务均等化水平仍需提高。为此,提出如下政策建议：一是构建政府间财政平衡机制;二是探索社会领域的大部门体制;三是建立多元合作供给体制。
