耕地保护下的国家粮食安全问题探讨

粮食安全是一个具有特定含义的科学概念。中国粮食需求在较长时期内将保持增长的态势，粮食安全依赖于一定数量的耕地作为基本保障。耕地保护问题是关系国计民生的首要问题，是维系国家政权稳固的重大问题。依法保护耕地是保障国家粮食安全的根基，是实现中国现代化的根本，已成为“十二五”发展时期的焦点问题。%food security is a scientific term with specific meaning.
