警惕另类的“双轨制”--规则“双轨制”

The double-track price system and dual pension scheme have been known to all since China's reform and opening-up, but there is still another kind of double-track system under appreciated, which may be named as double-track rule system: transparent rules and hidden rules exist at the same time. The double-track rule system weakens the authority of formal rules,causes the schism between nominal rules and practical rules, therefore undermining social justice and social eco-nomic order. To resolve the problem of double-track rule system, countermeasures must be taken to eliminate the hidden rules or to compress their operation space at least.%改革开放过程中出现的价格“双轨制”、养老金“双轨制”等已广为人知，而有一种“双轨制”并未引起足够的重视，那就是在社会各个领域中都广泛存在的明规则和潜规则并行的规则“双轨制”。规则“双轨制”削弱了明规则的权威，造成公开制度的名实分立，侵害了社会正义，破坏了社会经济秩序。解决规则“双轨制”问题必须压缩潜规则的运行空间，进而消除潜规则。
