试论金融监管与货币政策协调运行机制的建立

摘要

Being consistent and inclusive in the aspects of ultimate goal and so on, financial regulation and monetary poli­ cy are the foundation of each other and can promote each other. However, there are also some conflicts between them on the inner cycle characteristics and specific operating mechanism. Consequently, in order to resolve the conflicts, ensure the stabili­ ty and health of financial system as well as the effective implementation of monetary policy, we need to establish and improve the coordination mechanism between financial regulation and monetary policy, which includes strengthening the legal basis, de­ signing a rational power distribution mechanism, structuring an information sharing platform and building a system of prudent macro regulation.%金融监管与货币政策在最终目标等方面互为基础、互相促进，具有一致性和包容性，但是在内在周期特性、具体操作机制等方面又表现出较大的冲突性。因此，在实践中为化解二者之间的矛盾与冲突、保证金融体系的平稳健康和货币政策的有效实施，需建立和完善金融监管与货币政策的协调运行机制，包括强化法律基础、设计合理的权力分配机制、构建信息共享平台和建立宏观审慎监管体制等。
