新《旅游法》下旅游行业零负团费模式探究

摘要

The New Tourism Law,which began to carry out on October 1,2013,aims at eliminating zero and negative tour ex-pense in national tourism industry.By far,more than half a year has passed and the phenomenon of zero and negative tour ex-pense does not disappear and it extensively exists in national tourism industry.This essay mainly analyses the major causes and models of zero and negative tour expense as well as the countermeasures which can be taken by the government and tourism en-terprises.%2013年10月1日开始实施的新《旅游法》目的在于封杀国内旅游的零负团费，但大半年过去了，国内及出境游的零负团费并没有消失，它仍然普遍存在于国内外旅游市场。本文主要探究新《旅游法》实施以后国内外旅游零负团费存在的原因和模式，以及政府和旅游企业可以采取的应对措施。
